This court issued a notice in lieu of remittitur in Docket No. 90914 on September 4, 2025, closing the matter. Because the referral to the Board to conduct a hearing did not constitute a final disposition of the matter, the notice in lieu of remittitur was issued in error. Accordingly, the clerk of this court shall reopen the matter in Docket No. 90914. On February 19, 2026, the Board filed the status report this court ordered in Docket No. 90914.
