We note that the district court docket entries reflect that on July 1, 2004, the district court entered an order granting appellant permission to proceed in forma pauperis without the payment of fees or costs. We direct the clerk of the district court to transmit a copy of the July 1, 2004 order to this court within ten days from the date of this order. Additionally, in light of the district court's fee waiver, appellant's proper person requests for waiver of the fees, submitted to this court on February 27, March 5, April 26, and July 9, 2004, are denied as moot.]04-15442

12/07/2004Order/ProceduralFiled Order. Regarding Transcripts. The trial court record indicates that on July 1, 2004, the district court granted appellant's motion for leave to proceed in forma pauperis. On the same day, the district court entered a separate order partially granting appellant's request for transcripts. The district court's order stated that appellant may obtain transcripts for the May 29, 2003, and December 8, 2003 hearings at no cost to him. fn1[The district court denied appellant's motion to the extent that he requested transcripts of other hearings. See NRAP 9(a).] Our review of the district court minutes reveals that both of the hearings were recorded on videotape. Accordingly, within 30 days from the date of this order, the district court clerk shall cause the videotape recordings of the May 29 and December 8, 2003 hearings in district court case CV0302634, to be transcribed at no cost to appellant pursuant to the district court's order. Thereafter, the district court clerk shall file certified copies of the transcripts with the clerk of this court. fn3[Although appellant has not been granted leave to file papers in proper person, see NRAP 46(b), we have received and considered the proper person documents submitted. We deny as moot appellant's March 23, 2004 petition for transcripts.]04-22336
